One of the world’s biggest providers of educational services has been fined more than £2m for a range of serious breaches related to examination standards that could have affected tens of thousands of students. The cases concerned GCSE English language exams, A-level spoken Chinese and an online English proficiency test. In the case of the English proficiency test, Pearson was fined £750,000 when it emerged that in 2023 it had allowed about 5% of candidates to take the test online at home, rather than at a secure centre. The GCSE English breach concerned the risk of inconsistent grading standards. Ofqual fined Pearson £1.2m in 2022 for failures with reviews of marking arrangements between 2016 and 2019.

The government of Trinidad and Tobago has announced it will allow the US military access to its airports in coming weeks as tensions build between the US and Venezuela. The announcement follows the recent installation of a radar system at the airport in Tobago. But critics of the government say Trinidad and Tobago risks being drawn into Donald Trump’s pressure campaign against Venezuela’s dictator, Nicolás Maduro. It has two main airports: Piarco international in Trinidad and ANR Robinson international in Tobago. In October, a US warship docked in Trinidad’s capital as the administration of Donald Trump increases military pressure on Venezuela.

A peace deal between Russia and Ukraine will fail unless it is backed up by “robust” security guarantees from western powers, the UK prime minister has said. Starmer said: “European history is full of peace agreements that failed and sometimes led to even greater conflict. Starmer hosted the Ukrainian president along with the French president, Emmanuel Macron, and the German chancellor, Friedrich Merz, at Downing Street last week in a coordinated show of support. Morrisons has become the first UK supermarket chain to postpone its net zero carbon emission targets, delaying them by 15 years to 2050. Britain’s fifth-biggest grocer said its new targets would cover the entire supply chain, as well as Morrisons stores, including emissions from agriculture and land-use sources. The Bradford-based company said it had achieved a 22% reduction in total carbon emissions since 2019, its baseline, through operational changes, energy-efficiency projects, lower-carbon logistics and collaboration with its suppliers. The government, under energy secretary Ed Miliband, has a target of reaching net zero in the UK by 2050, with interim carbon budgets for 2030 and beyond. The German discounter Lidl has moved closer to overtaking Morrisons as the UK’s fifth biggest supermarket chain, behind Tesco, Sainsbury’s, Asda and Aldi.

Authorities in Gaza have warned that stormy weather could spur more war-damaged buildings to collapse and heavy rains are making it more difficult to recover bodies still under the rubble. The bodies were recovered from a multistorey building bombed in December 2023 where about 60 people, including 30 children, were believed to be sheltering. Gaza Civil Defence spokesman Mahmoud Basal called on the international community to provide mobile homes and caravans for displaced Palestinians rather than tents. Nassar went out to buy some necessities on Friday and returned to a scene of carnage as rescue workers struggled to pull bodies from the rubble. Israel’s continuing ban on the entry of heavy machinery into the Gaza Strip is a violation of the ceasefire, he added.

Zillow shares plunged more than 9% on Monday on worries that the online real estate platform could have a big new competitor: Google Search. Google appears to be running tests on putting real estate sale listings into its search results. Over the weekend, real estate tech strategist Mike DelPrete published mobile phone screenshots of Google Search results showing real estate listings, which appeared to be powered by real estate data company "HouseCanary." The decline in Zillow signals investors are bracing for the eventual impact of Google's foray into the real estate market. We would expect a similar approach in real estate, with Zillow, Homes.com, Realtor.com, etc.

The suit in Manhattan Supreme Court, filed 10 days before Christmas, alleges that UPS failed to pay seasonal workers minimum wages, promised wages, and overtime wages, in violation of state and federal labor law. The suit notes that during its peak season, which runs from October to January, UPS hires thousands of temporary workers at at least 55 facilities in New York state. UPS, in a statement, said, "We are aware of the news from the New York Attorney's General Office and, as a matter of policy, do not comment on ongoing litigation.

However, he was criticised by Kemi Badenoch, the Conservative leader, who called on Keir Starmer to condemn Vince. A Labour spokesperson said there “can never and should never be any excuses made for barbaric acts of terrorism”. It is understood that Vince is not a Labour member, and has not donated to the party since May 2024. A group representing the United States travel and tourism industry has warned that a proposal to require millions of foreign visitors to provide social media handles used over the past five years could have a “chilling effect” on visits to the US. It would require travellers from countries in the visa waiver programme to submit the social media data. They must complete an Electronic System for Travel Authorization (ESTA) form, which under the change would require the submission of social media handles. The US State Department said earlier this month that effective December 15, it is requiring all H-1B work visa applicants and their dependents to adjust the privacy settings on all of their social media profiles to “public” in order for the department to review social media posts by applicants. US travel businesses are banking on the event to help rebound from a drop in tourism since Trump took office.

The decision comes amid mounting international pressure over the humanitarian toll of Israel’s genocidal war on Gaza. The appeals chamber of the International Criminal Court (ICC) has rejected one of Israel’s legal challenges seeking to block an investigation into its actions in the genocidal war against the Palestinian people in Gaza, dealing a blow to Israel’s efforts to derail the case. In their decision issued on Monday, judges refused to overturn a lower court decision allowing the ICC prosecutor to investigate alleged crimes in Israel’s war on Gaza following the Hamas-led attack on southern Israel on October 7, 2023. Israel does not recognise the jurisdiction of the Hague-based court and has repeatedly denied committing war crimes in Gaza. Judges rejected that argument, ruling that the original notification issued in 2021 – when the ICC formally opened its investigation into alleged crimes in occupied Palestine – already covered later events.

OpenAI has hired Google's Albert Lee to lead corporate development, a spokesperson for the artificial intelligence startup confirmed to CNBC. Lee previously led corporate development for Google Cloud and Google DeepMind. He worked on several of Google's high-profile acquisitions, including its $32 billion purchase of the cloud security startup Wiz, which the company announced in March. Most recently, OpenAI earlier this month announced a definitive agreement to acquire Neptune, a startup that helps with AI model training. Earlier this month, OpenAI announced Slack CEO Denise Dresser will serve as its chief revenue officer.

A super-complaint has been filed against police forces in England and Wales over years-long delays in investigating sexual offences. More than 37,000 sexual offence investigations have taken longer than three years to conclude over the past decade, campaigners said. The super-complaint accuses police of routine de-prioritisation of some sexual offence cases, poor collaboration with the Crown Prosecution Service, and staffing, resourcing and case management issues. The super-complaint highlighted the case of a woman who reported childhood sexual abuse, including rape, to the police in December 2014. The organisations’ complaint comes at a time of unprecedented delays and challenges across the criminal justice system, particularly in sexual offence cases.

The US has paused its promised multi-billion-pound investment into British tech over trade disagreements, marking a serious setback in US-UK relations. The £31bn “tech prosperity deal”, hailed by Keir Starmer as “a generational stepchange in our relationship with the US” when it was announced during Donald Trump’s state visit, has been put on ice by Washington. As part of the deal, US tech companies pledged to spend billions in the UK, including a £22bn investment from Microsoft and £5bn from Google. At a press conference at Chequers in September, where he unveiled the tech prosperity deal, Starmer said it had “the power to change lives” and “renewed the special relationship for a new era”. The three shortlisted candidates are the prime minister’s business adviser, Varun Chandra, who was central to negotiating the prosperity deal; Christian Turner, the incoming ambassador to the UN; and Nigel Casey, the ambassador to Russia.

The head of Honduras’s National Electoral Council (CNE) has decried acts preventing the ongoing recount of the Central American country’s presidential election, as a regional body said there was no reason to suspect fraud in the November 30 vote. At least 99 percent of votes have already been counted, but CNE has said that nearly 2,800 ballots will need to be re-examined through a special recount. In a post on X, Hall said disturbances seen in the country’s capital, Tegucigalpa, have “prevented the necessary conditions for the special recount to begin”. The most prominent scandal involved an investigation by the attorney general into a member of Asfura’s National Party for allegedly discussing plans with a military officer to influence the vote. In at least one corner of the artificial intelligence market, sentiment has turned decidedly negative. Broadcom , CoreWeave and Oracle , three companies intimately tied to the AI infrastructure buildout, all had another rough day on Wall Street on Monday after selling off sharply last week. "It definitely requires the ROI to be there to keep funding this AI investment," Matt Witheiler, head of late-stage growth at Wellington Management, told CNBC's "Money Movers" on Monday. "From what we've seen so far that ROI is there." Still, the market was displeased last week with quarterly earnings reports from chipmaker Broadcom and cloud infrastructure supplier Oracle, even though both companies beat on revenue and issued forecasts showing that AI demand is soaring.

A former Instacart employee running for Congress alleges in a lawsuit that the company fired her out of concern that her Democratic political views could lead to backlash from the Trump administration. Khanna, who goes by Lisa, accuses the grocery delivery giant of reversing its initial approval for her congressional bid after reviewing a copy of her campaign website's policy positions, "specifically support for abortion rights and gun control." Instacart suddenly determined "that the potential risk of Republican backlash to the company outweighed Ms. Khanna's right to run for public office," alleges the lawsuit, which was first reported by The Washington Post earlier Monday. "Less than two weeks later it terminated her because of her stated policy positions," Khanna's attorneys allege. An Instacart spokesperson, in an emailed statement to CNBC, said, "Khanna's claim that her separation from Instacart was somehow politically motivated is flat out false."

Hospitals are cancelling tens of thousands of appointments and operations after resident doctors voted overwhelmingly to reject a last-ditch government offer to avoid this week’s strike. The Patients Association called for third-party arbitration after resident doctors voted 83% to 17% against a deal the BMA called “too little, too late”. In a direct appeal to resident doctors, Streeting asked them to work normally this week, despite the union’s stance. In addition, the government’s pay offer to resident doctors for 2026/27 – a 2.5% uplift in their salaries, despite inflation being closer to 4% – represented a “real-terms pay cut”, he added. “Despite NHS leaders working increasingly hard to prepare for these strikes, we are concerned if resident doctors walk out during a record flu surge it could put patient safety at risk,” said Rory Deighton, the NHS Confederation’s acute and community director.

Nine attorneys, some of whom requested anonymity, shared insider accounts with the Los Angeles Times of the federal government’s investigation into California’s research university system. But last month a federal judge blocked the Trump administration from withholding funding and threatening fines against the UC. The university paid $6.5m to settle a lawsuit by Jewish students and a professor, and said it had “fallen short”. Many jurisdictions across the country have policies that prevent local authorities from directly coordinating with federal immigration officials. DETROIT — Ford Motor expects to record about $19.5 billion in special items related to a restructuring of its business priorities and a pullback in its all-electric vehicle investments, the company announced Monday. The automaker said Monday it was increasing its guidance of adjusted earnings before interest and taxes to about $7 billion in 2025. That's in line with a target from earlier this year, before the company lowered expectations to between $6 billion and $6.5 billion in adjusted EBIT in October. The charges announced Monday, including $8.5 billion in writedowns of EV assets, are connected to major changes to Ford's business plans. The changes are the latest under Ford CEO Jim Farley and his "Ford+" restructuring plan that has taken on many different forms since he initially announced it as an EV growth plan in 2021.

Officials in Washington state ordered immediate evacuations in three south Seattle suburbs on Monday after a levee failed following a week of heavy rains. The evacuation order from King county covered homes and businesses east of the Green River in parts of Kent, Auburn and Tukwila. The levee breach followed a week of record-level flood waters that triggered widespread evacuations. An extraordinarily strong system known as an atmospheric river dropped more than a foot of rain, flooding rivers that stretch across the state toward Canada to dangerous levels. Mudslides tore through communities, washing away homes and stranding families on rooftops as they waited for rescue.

Pot stocks failed to light up for a second day on Monday even after President Donald Trump confirmed he's considering an executive order loosening regulations on marijuana. The Amplify Seymour Cannabis ETF (CNBS) took a leg up in afternoon trading after Trump said he was weighing reclassifying the drug. Still, the fund was down nearly 7% with investors taking profits following a surge of more than 50% on Friday. When asked Monday if he was looking at an executive order on rescheduling weed, Trump responded "We are considering that." A person familiar with the matter told CNBC an order from the White House could come as soon as Monday.

PayPal said Monday that it has applied for approval to form PayPal Bank, which would be able to offer loans to small businesses. "Establishing PayPal Bank will strengthen our business and improve our efficiency, enabling us to better support small business growth and economic opportunities across the U.S.," PayPal CEO Alex Chriss said in a statement. The U.S. Federal Deposit Insurance Corporation will review an application proposing the establishment of PayPal Bank, along with Utah's Department of Financial Institutions, PayPal said. The company, which owns popular payment app Venmo, hopes to also offer interest-bearing savings accounts to its customers, the statement said. In October, PayPal said quarterly revenue increased 7% year over year to $8.42 billion, more than analysts had expected.

The Israeli military will demolish 25 residential buildings in the occupied West Bank’s Nur Shams refugee camp this week, according to local authorities. Faisal Salama, the head of the popular committee for the Tulkarem camp, which is near Nur Shams, said the demolition order would affect 100 family homes. Israel launched Operation Iron Wall in the occupied West Bank in January. Merriam-Webster declared "slop" its 2025 word of the year on Monday, a sign of growing wariness around artificial intelligence. Those services, along with TikTok, YouTube and others, are increasingly rife with AI slop, which can often generate revenue with enough engagement. Spotify said in September that it had to remove over 75 million AI-generated, "spammy tracks" from its service, and roll out formal policies to protect artists from AI impersonation and deception. Label is the latest instance of Trump using militarised, symbolic language to justify US operations against drug smuggling. The administration has repeatedly claimed that international drug smuggling groups are not criminal networks bent on profit, but organisations aimed at destabilising the US. The executive order called simply for a series of actions from the heads of executive agencies to “eliminate the threat of illicit fentanyl and its core precursor chemicals to the United States”. European leaders say they and the US are committed to working together to provide ‘robust security guarantees’ for Ukraine. US President Donald Trump has said that an agreement to end Russia’s war on Ukraine is “closer than ever” after key leaders held talks in Berlin, but several officials said that significant differences remain over territorial issues. “We’re having tremendous support from European leaders. In a statement following the talks, European leaders said they and the US were committed to working together to provide “robust security guarantees” to Ukraine, including a European-led “multinational force Ukraine” supported by the US. German Chancellor Friedrich Merz said Washington had offered “considerable” security guarantees during the Berlin talks.

Thousands of speeding fines could be cancelled after a “technical issue” triggered some speed cameras in England to incorrectly penalise motorists. National Highways has apologised for the error, which meant a “very small number” of drivers had been wrongly fined since 2021. Police forces have temporarily stopped issuing fines from variable cameras until they have confidence nobody will be wrongly prosecuted. Safety was never compromised, and we are working with policing to ensure nobody is incorrectly prosecuted in future.
